Department of Policy and Planing

• Preparing policy planning, monitoring and evaluation policies and procedures manual
• Preparing 5 years’ strategic plan for MOE&HE in line with the Puntland National Development Plan 
• Coordinating formulation and preparation of the MOE&HE medium term strategic plan, annual action plans and budgets
• Coordinating research and impact studies on MOE&HE policies and provide a basis for making informed decisions on the future direction of the MOE&HE
• Conducting annual evaluation on MOE&HE programs and projects in collaboration with other stake holders and reviewing the monitoring system based on the recommendations from the reports 
• Preparing annual education secto r statistical reports 
• Reviewing existing policies and ensuring their compliance with current laws and regulations
• Preparing annual policy, planning, monitoring, and evaluation reports 
• Holding stakeholders’ forums to disseminate policy, planning, monitoring and evaluation reports and revising the policies and strategies based on stakeholders’ feedback 
• Standardizing hardware and software for use in the EMIS
• Provision of reliable EMIS communication systems 
• Providing support for those schools that are unable to obtain ICT resources through both ICT support to schools and arrangement of the learning passport remote learning platforms.
